Yes, it is possible. Moreover, verbena comes from warm countries. And on the territory of Russia, vervain is most often grown as an annual plant. And therefore, it is best to grow it from seeds for seedlings.

Verbena seeds for seedlings are sown in prepared boxes or cups in late February - early March. In order for this flower to gain a lot of strength for healthy growth and beautiful flowering, the earth must be light and fertilized enough. Verbena seeds should not be sown in cold ground. If you are using garden soil for seedlings, leave it at room temperature to warm it up. You can spill it with hot water, at the same time disinfecting it a little.
